WASHINGTON – The need for Army officers is higher than in recent years, and many of those officers come not from West Point or other military schools, but from colleges and universities across the country through the Reserve Officer Training Corps.

Three years ago, the Army tapped ROTC to provide 5,200 new second lieutenants. It rose to 5,800 last year, will reach 6,000 next year, and then drop to 5,900 for the next two years.

That’s still 65 percent of all personnel, or more than the Air Force, Navy ROTC, and service academies combined.
But army officers did not follow quickly or in the numbers listed. The US Army Recruiting Command regularly must draw 68,000 or more new recruits. Those numbers can change quickly, as new soldiers can be contracted and sent to basic training within weeks or months.
Eligibility & Requirements
Planning for the pending numbers began several years ago, Evans said. Initially 274 programs across the country need more cadres. Unfortunately, they compete for mid-career officers, non-commissioned officers, and commissioned officers, such as expanding one-station unit training, lower-level operational commands, and combat training centers.
To solve that, the Army is funding 175 contractors, mostly retired military personnel, to shoulder the burden of logistics, human resources, and low-level initial military training for cadets.
It allows the uniformed cadre to focus on more complex tasks and some of the basics of shepherding cadets through ROTC and college.
A cadet ROTC freshman or junior “lateral” joiner has all the same requirements as a passing class of a typical college student, stay out of trouble, stay healthy, and stay motivated.

To attract students to ROTC, many of whom have had no military exposure and no military family ties, Evans and his staff are reaching into the digital space.
That includes his Instagram and Twitter accounts @CG_ArmyROTC and a series of YouTube.com videos that explain Army ROTC life and the benefits the program offers.
ROTC cadre, like the rest of the Army, will see changes in how the program joins the ranks.
Two weeks ago, the Army opened the “Marketplace” program for personnel. This allows officers to make more detailed requests for assignments and target systems to better match resumes, skills, and abilities to job needs.

The Human Resources Command helps select top officers, and most programs are run by lieutenant colonels or majors, except for six private military academies and colonels. HRC also selects seniors, and each program has a master sergeant in that position.
Earlier in the pipeline, Evans said the analysis showed some interesting aspects of the junior high school ROTC program. 3,400 out of 33,000 high schools, or about 11 percent.
That analysis showed that more than a quarter of JROTC participants became officers or enlisted.
Another interesting layer that Evans said requires more research shows that students in schools with JROTC programs are twice as likely to serve in the military whether they participate in JROTC or not.

Airborne Airborne School is divided into three phases a week: Ground Week, Tower Week and Jump Week. At Airborne School, Soldiers will train and jump from airplanes with Regular Army officers, enlisted men and women, and other members of the armed services.
Cadet Troop Leadership Training (CTLT) CTLT gives cadets the opportunity to experience leadership in the military. Cadets serve in lieutenant-level leadership positions in active duty units. The platoon leader position has a duration of 3-4 weeks depending on the hosting unit and location. Cadets will shadow a second lieutenant to understand their role as future military officers.
Federal Bureau of Investigation (FBI-NYC) The Federal Bureau of Investigation is the domestic intelligence and security service of the United States and its main federal law enforcement agency. The FBI offers cadets the opportunity to intern at one of its host locations in New York, New York. This is a four-week internship. Duty uniform is business casual attire. Uniforms will not be worn during Linkup or Apprenticeship.
Only cadets with an academic major in Nursing are eligible to apply for this program. NSTP rotations are 28 days long and may be at Army medical facilities in the United States or outside the United States, including Europe. The NSTP provides opportunities for nursing cadets to develop and exercise leadership in the clinical environment. Cadets work closely with Army Nursing officer preceptors.

If selected for the Forensic Internship Program (FIP), cadets will have the opportunity to work at the National Forensic Science Technology Center in Largo, Florida, where they will be exposed to the latest technology used in biometrics. Cadets will learn various techniques from several forensic disciplines: how to test and develop fingerprints; chemical detection and analysis; media/cellular exploitation; improved explosive device investigations; and deployable forensic laboratory capabilities.
NASA Ames Internship Program (NASA-A) NASA Ames is one of ten centers that have diverse research areas ranging from aeronautics, human systems, and biology. Cadets are offered a variety of areas to gain knowledge, military and government exposure and knowledge of future resources in their career. Cadets will serve in various departments including the Air Force, Army, Navy and National Guard.
Project GO (Foreign Language Program) Project GO is a Department of Defense (DoD) initiative that provides fully funded summer ROTC students to study critical languages. Funding fully covers tuition, fees, books, room and board, and travel expenses to Project GO institutions. More than 20 Project Go institutions across the country offer 12 different languages (Russian, Chinese, Arabic, Indonesian, Hindi, Urdu, etc.).
