WASHINGTON – The need for Army officers is higher than in recent years, and many of those officers come not from West Point or other military schools, but from colleges and universities across the country through the Reserve Officer Training Corps.

Three years ago, the Army tapped ROTC to provide 5,200 new second lieutenants. It rose to 5,800 last year, will reach 6,000 next year, and then drop to 5,900 for the next two years.

To solve that, the Army is funding 175 contractors, mostly retired military personnel, to shoulder the burden of logistics, human resources, and low-level initial military training for cadets.

It allows the uniformed cadre to focus on more complex tasks and some of the basics of shepherding cadets through ROTC and college.

A cadet ROTC freshman or junior “lateral” joiner has all the same requirements as a passing class of a typical college student, stay out of trouble, stay healthy, and stay motivated.

To attract students to ROTC, many of whom have had no military exposure and no military family ties, Evans and his staff are reaching into the digital space.

That includes his Instagram and Twitter accounts @CG_ArmyROTC and a series of YouTube.com videos that explain Army ROTC life and the benefits the program offers.

ROTC cadre, like the rest of the Army, will see changes in how the program joins the ranks.

Two weeks ago, the Army opened the “Marketplace” program for personnel. This allows officers to make more detailed requests for assignments and target systems to better match resumes, skills, and abilities to job needs.

The Human Resources Command helps select top officers, and most programs are run by lieutenant colonels or majors, except for six private military academies and colonels. HRC also selects seniors, and each program has a master sergeant in that position.

Earlier in the pipeline, Evans said the analysis showed some interesting aspects of the junior high school ROTC program. 3,400 out of 33,000 high schools, or about 11 percent.

That analysis showed that more than a quarter of JROTC participants became officers or enlisted.

Another interesting layer that Evans said requires more research shows that students in schools with JROTC programs are twice as likely to serve in the military whether they participate in JROTC or not.
